Paid Work-study Program in Construction (Parcours rémunéré en alternance travail-études en construction)
Over the next few months, for people already on the job, the Commission de la construction du Québec (CCQ), in collaboration with its partners, would like to start paid work-study programs in construction in the vocational studies programs linked to the five trades currently prioritized in the construction industry:

Unlike the existing work-study vocational studies programs (WSPs) in many vocational training centres (VTCs), the Paid Work-study Program in Construction allows people working in a construction company:
- To register in a program for one of the targeted trades leading to a diploma of vocational studies (DVS)

To be paid while they attend the courses required by the VTC. The initiative sets out the granting of a wage subsidy of up to $25,000 to companies, to provide them with financial support during this period

To perform one or more paid internships on construction sites in compliance with the collective agreements
To determine where and when the different paid work-study programs in construction will take place, the CCQ is currently issuing a call for interest among individuals, employers, and vocational training centres potentially interested in participating.
Note that the first groups will start in fall 2025 in different regions of Québec. The participating VTCs will determine the eligibility of employers and register the workers in the Paid Work-study Program in Construction. This will depend, notably, on the start-up of training groups in the VTCs, the trades, and the regions.

Interested construction employer
You could receive financial support to help you pay your workers participating in one of the paid work-study programs in construction targeted by the CCQ. The financial support will take the form of wage subsidies for your workers while they are taking the courses required by the vocational training centre (VTC) and reimbursement of their travel and lodging expenses, if applicable.
This initiative targets people holding a valid competency certificate (apprentice or journeyman in another trade) or an exemption issued by the CCQ, as well as people holding a student apprentice competency certificate.
To be eligible for the Paid Work-study Program in Construction, you must:
- Fulfil the different CCQ compliance requirements
- Employ a worker or have provided a letter of commitment to a future worker who must meet the following conditions:
- Be 16 years of age or older at the time of registration in the Paid Work-study Program in Construction
- Be a Canadian citizen or have valid permanent residency status in Canada
- Have the academic prerequisites for the targeted vocational training program
- Have or be committed to obtaining a valid work permit from the CCQ
- Be paid throughout the program taken

You could receive a salary for the duration of your studies and have your travel and lodging costs reimbursed, if applicable.
To be eligible for the Paid Work-study Program in Construction, you must, at the time of registration:
- Be 16 years of age or older
- Be a Canadian citizen or have valid permanent residency status in Canada
- Have the academic prerequisites for the targeted vocational training program. The vocational training centre (VTC) is responsible for evaluating your eligibility for the vocational training program and reserves the right to ask candidates to take various admission and classification tests, including a French test, without regard to academic level attained
- Work for or have obtained a letter of commitment from an eligible construction company registered with the CCQ
- Meet all of the CCQ’s requirements, including holding a valid work permit, throughout the duration of participation in the Paid Work-study Program in Construction

Organizations and partners involved
This pilot project, which emphasizes internships, is made possible thanks to funding from the Formations de courte durée (COUD) program of the Commission des partenaires du marché du travail (CPMT).
The subsidized paid work-study programs in construction will be administered by the CCQ, in collaboration with the Ministère de l’Emploi et de la Solidarité sociale, the Commission des partenaires du marché du travail, and the participating VTCs in Québec.
