Members of a visible minority
The construction industry is mobilizing to support the inclusion of a skilled and diversified workforce on construction sites.
The Commission de la construction du Québec (CCQ) and its partners are actively developing new measures to encourage the inclusion of people who are members of a visible minority. The CCQ is also contributing to governmental efforts to fight against racism, notably through the targeted promotion inviting members of a visible minority to get training and make a career in the industry’s trades and occupations.
  • Measures in force

    To take advantage of the measures described below, members of a visible minority must identify themselves as such to the CCQ

    Access by members of a visible minority without a diploma – recognition of experience

    Issuance of an apprentice competency certificate – recognition of 35% experience

    Individuals who have identified themselves to the CCQ as members of a visible minority can obtain an apprentice competency certificate (ACC) based on recognition of experience without presenting a job guarantee and will have until the time of the first renewal of their ACC to submit proof of their academic prerequisites. They can choose to use this measure only once per trade.

    Issuance of an occupation competency certificate – recognition of work experience

    Individuals who have identified themselves to the CCQ as members of a visible minority can obtain an occupation competency certificate (OCC) based on recognition of experience without presenting a job guarantee if they demonstrate that they have acquired at least 750 hours of work performed and remunerated in tasks corresponding to an occupation in the construction industry outside of the field of application of Act R-20.

    Mobility of workers and preferential employer – starting at 400 hours

    An employer may assign a member of a visible minority who holds a competency certificate to work anywhere in Québec (provincial mobility), as long as that person has worked 400 hours or more for that employer during the 24 first months of the 26 months preceding the issuance or renewal of his or her certificate.
