What is the Chantier numériccq?

The Chantier numériccq is the evolution of the online services of the Commission de la construction du Québec (CCQ). This site is intended to deliver secure digital tools so that we can offer better services, make communications with us easier, and improve the client experience.

Because about 197,500 workers and more than 27,000 employers do business with the CCQ for services related to social benefits, retirement and insurance, vocational training, workforce management, and application of the construction industry’s collective agreements, it is important for us to offer you the best service possible.

We are improving the online services to offer you greater efficiency, more autonomy, and better tracking of your transactions. The first phase offers a new platform for the online services via a new interface, easier access to all aspects of personal files, and a new declaration for the monthly report of hours worked.

  • Why take on this project?

    The CCQ’s historical technological systems had been in operation for more than 50 years. They had become so obsolete that maintaining them had become costlier than replacing them.

    The project’s first phase, put online on January 12, 2026, implemented a number of major improvements:

    • Access to your client file directly from your mobile device
    • A single user account for all your profiles
    • Simplified access to your information
    • A simple, updated online monthly report
    • Reduced administrative burden for the monthly report
    • The possibility of making requests and applications online and following up online with our Customer Service
    • More-secure access to your services

    This phase marked the beginning of an evolving project. New tools and functionalities will gradually be added to continually improve your client experience and respond to your needs.

     
  • How have you approached delivery of the first phase of the Chantier numériccq?

    Our overall approach is to put the site online over a period of several years to ensure the quality of what we are delivering and properly guide all clienteles through the changes. 

    Therefore, the first phase offers a new online services platform via a new interface, easier access to all aspects of the personal files, and a new declaration of the monthly report of hours worked.

  • Who is responsible for the Chantier numériccq and acts as its guarantor?

    The CCQ is responsible for application of the Act Respecting Labour Relations, Vocational Training and Workforce Management in the Construction Industry (Act R-20), which governs the industry and is administered by a board of directors. It is the board of directors that is the guarantor of the project.

  • How much has the project cost to date and who is paying for it?

    In 2021, the total value of the completed project was estimated at $543 million. The project is 100% financed by funds from the industry, and all expenditures are carefully monitored by the board of directors. The project is being delivered in phases. The first phase was initially budgeted at $280 million and is now estimated at $363 million.

  • Have resources external to the CCQ worked on the project?

    We have called upon external resources to meet needs that require specific or targeted expertise. The CCQ’s permanent employees have also worked on the project in order to maintain the expertise required over the long term for operation and maintenance of new solutions.

  • Which external suppliers have guided the CCQ in the project?

    For the first phase, the CCQ received support for this technological transition from Deloitte, which acted as systems integrator. It also worked with the agency Les Évadés to effectively communicate the changes and guide the different clienteles throughout the transformation.
