Reciprocity agreements

Some construction workers travel in Canada and to the United States to work on different construction sites. Reciprocity agreements allow for insurance or pension contributions to be transferred among the different social benefits plans in which a worker participates. This enables workers to group all of their contributions together in a single plan. They therefore obtain better insurance coverage and pension benefits.

A reciprocity agreement is a contract negotiated between the Commission de la construction du Québec (CCQ) and a North American union with jurisdiction in a region situated outside of Québec. The agreement establishes conditions allowing for the transfer of contributions. To date, the CCQ has signed more than 400 agreements. However, it is sometimes impossible for the CCQ to conclude an agreement with another organization; this may be due to different specific or regulatory requirements.

To make a transfer application

Québec workers who are going to work in another province or in the United States must fill out the Request for transfer of contributions (reciprocity agreement) form. When the CCQ receives the form, duly filled out, it will undertake the steps required. However, in certain cases, the CCQ may not be able to obtain the transfer of insurance or pension contributions accumulated by a worker outside of Québec (for example, if the CCQ is not able to conclude a reciprocity agreement with the union having jurisdiction in the work region).

Workers who come from elsewhere to work in Québec must authorize the CCQ to transfer insurance or pension contributions accumulated in the Québec construction industry’s plans. To do this, they may use the Request for transfer of contributions (reciprocity agreement) form or an equivalent form supplied by their union. However, the CCQ will not make transfers to another social benefits plan if there is no reciprocity agreement in effect with that plan.
