Labour Agreement between the Government of Québec and the Mohawk Council of Kahnawake

On December 4, 2014, the National Assembly adopted Bill 21, An Act Respecting Mainly the Implementation of Agreements on Labour between the Government of Quebec and the Mohawk Council of Kahnawake. This bill results from the Labour Agreement between the Government of Québec and the Mohawk Council of Kahnawake, which was approved by decree on July 24, 2014.

This agreement, which involves areas covered by Act R-20, makes it possible for the community of Kahnawake:

  • To implement its own labour regime, which will have orientations and objectives similar to Québec’s
  • To create a labour bureau, the mandate of which will be to interact with Quebec institutions

The Kahnawake labour bureau will be able, among other things:

  • To qualify Mohawk workers in Kahnawake for work on its territory, including work on the Mercier Bridge
  • To assume on its own all of the inspection responsibilities on the territory covered by the agreement, which includes the community of Kahnawake and all of the Mercier Bridge

Competency certificates issued by the CCQ will be recognized by the Kahnawake labour bureau for work performed on these territories.

Furthermore, the Agreement provides that agreements between the government and the Mohawk Band Council of Kahnawake may be concluded in the sectors covered by:
