Partnership with UPAC

Since 2011, the Unité permanente anticorruption (UPAC) has worked with the Commission de la construction du Québec (CCQ) experts to process cases in the construction industry.

UPAC: Its role and its mandate

Corruption, collusion, and misconduct are unacceptable practices and not tolerated in Québec.

UPAC is an organization under the responsibility of the anti-corruption commissioner. It coordinates and directs the government’s forces and experts in the fight against corruption.

UPAC also collaborates with the following entities in the fight against corruption:

The CCQ’s Unité autonome de vérification

The CCQ has an autonomous auditing unit (Unité autonome de vérification, or UAV) that works closely with UPAC.

The UAV was established under the provisions of the Anti-corruption Act. Under the direct supervision of the president and executive director of the CCQ and coordinated by the associate commissioner of UPAC, this unit is assigned to different auditing mandates concerning the granting and management of public contracts. Notably, it participates in the evaluation process that allows a company to obtain authorization to execute projects in the public sector.
