Creation of the region of Nunavik

The region of Nunavik was officially created on June 30, 2017.

As we remember, on March 10, 2016 the CCQ instituted temporary measures aiming mainly to prioritize hiring of workers in the region and thus to prepare for official creation of the region.

An industry open to diversity

Before the transition period, the Règlement integrated the territory of Nunavik with the Côte-Nord and Baie-James regions, which limited the development of the Nunavik labour force in the construction industry.

By officially recognizing the Nunavik region, which is already recognized in Quebec law as a whole, the CCQ is not only responding to a historical demand by the Inuit and the political authorities of the region, but also making it possible for:

  • The industry to take another step forward in diversifying the labour force
  • The Nunavik labour force, including the Inuit, to contribute to construction projects in their region 
  • Employers to benefit from improved access to the local labour force and to increase
    their recruitment options

Priority to Nunavik workers

For work carried out in this region, workers holding an apprentice, journeyman or occupation competency certificate issued by the CCQ will be given hiring priority in the following order:

  • The Inuit and members of First Nations residing in the Nunavik region
  • Other workers residing in the target locality, followed by those residing in other localities of the Nunavik region
  • If no worker meeting the above criteria is available, priority is given to competency certificate holders residing outside the Nunavik region
