Exemption for operator of concrete pumps with distribution mast

A look back

In May 2007, the Commission de la construction du Québec (CCQ) integrated operators of concrete pumps with distribution mast into the construction industry. To do this, the CCQ issued an exemption from holding a competency certificate to operators of concrete pumps with distribution mast, enabling them to work legally on Québec construction sites. This exemption was valid for a specific period and under certain conditions, and was accorded in two cases:

1. In the first case, workers had to have worked for 300 hours as an operator of concrete pumps with distribution mast between April 30, 2006, and May 1, 2007 (that is, during the 12 months preceding integration of operators of concrete pumps with distribution mast into the construction industry), and their application for integration must have been made between May 1, 2007, and April 30, 2008.

2. In the second case, workers obtained an exemption because there was a labour shortage. These workers therefore obtained an exemption even if they did not meet the integration criteria for this specialty.

 

Exemption journeyman competency certificate

For holders of an exemption journeyman operator of concrete pumps with distribution mast at the time the Regulation came into effect, these certificates will be automatically converted, free of charge, to a journeyman competency certificate. The conversion takes place at the time that the regulatory change comes into effect, on July 18, 2013.

If your journeyman exemption for operator of concrete pumps with distribution mast had expired when the Regulation came into effect, you must apply for one by contacting Customer Services.

Exemption apprentice competency certificate

The terms regarding renewal of an exemption from holding a operator of concrete pumps with distribution mast apprentice competency certificate, or its conversion into an apprentice competency certificate (ACC), varies depending on the number of hours worked in this specialty:

2 000 and more hours worked

For holders of an exemption at the time the Regulation came into effect who had worked 2,000 or more hours registered with the CCQ for this specialty at that time, the exemption will be automatically converted into an operator of concrete pumps with distribution mast journeyman competency certificate at no charge.

Fewer than 2,000 hours worked

For holders of an exemption at the time the Regulation came into effect who had fewer than 2,000 hours registered with the CCQ for this specialty at that time, the exemption from holding an apprentice competency certificate for operator of concrete pumps with distribution mast remains in effect until the certificate expires. It will be renewed automatically if hours worked are recorded in the worker’s file during the exemption validity period.

If fewer than 2,000 hours were registered with the CCQ for this specialty at the time the Regulation came into effect and the worker accumulated 2,000 hours worked or more during the exemption validity period, that worker becomes eligible to take the provincial qualification examination for the specialty of operator of concrete pumps with distribution mast, for a fee of $100.

If no hours worked have been registered with the CCQ for this specialty and the exemption from holding an operator of concrete pumps with distribution mast apprentice competency certificate has expired, the worker will have to make a new application and meet the criteria for issuance of exemptions.
